19 INDICTED IN FRANKLIN COUNTY VA DRUG & WEAPONS INVESTIGATION

A Franklin County grand jury has indicted 19 individuals on a wide range of alleged narcotics and weapons-related offenses following investigations conducted between 2025 and 2026, according to the Franklin County Sheriff’s Office.

The charges include alleged drug possession, distribution, manufacturing, maintaining drug-related nuisance properties, DUI offenses, obstruction of justice, and firearm violations involving convicted felons.

Those indicted include:

🔹 Chasity A. Scott, 48 – Possession of a Schedule I or II controlled substance; Possession of a Schedule IV controlled substance.

🔹 Charles M. Barnhart, 47 – Possession of a Schedule I or II controlled substance; Possession of a weapon or ammunition by a convicted felon.

🔹 Isaac S. Glavan, 26 – Three counts of possession of a Schedule I or II controlled substance; Two counts of prisoner possession of an unlawful chemical.

🔹 Amanda D. Pagans, 44 – Possession of a Schedule I or II controlled substance; Possession of a Schedule III controlled substance; Obstruction of justice.

🔹 Josie F. Taylor, 67 – Selling a Schedule I or II controlled substance; Three counts of distribution of a Schedule IV controlled substance; Maintaining a common nuisance.

🔹 Daniel S. Honaker, 43 – Two counts of possession of a Schedule I or II controlled substance; Possession of a Schedule VI controlled substance.

🔹 Elisa I. Belcher, 42 – Two counts of possession of a Schedule I or II controlled substance; Four counts of manufacturing or distributing a Schedule I or II controlled substance; Two counts of maintaining a common nuisance.

🔹 Miguel A. Bocanegra, 38 – Possession of a Schedule I or II controlled substance; Driving while intoxicated; Reckless driving; Refusal of a blood or breath test.

🔹 Henry E. Routon, 52 – Two counts of possession of a Schedule I or II controlled substance.

🔹 Joseph L. Gladfelter, 40 – Possession of a Schedule I or II controlled substance.

🔹 David A. Smith, 64 – Three counts of selling a Schedule I or II controlled substance; Three counts of distribution of a Schedule I or II controlled substance; Three counts of distribution of a Schedule IV controlled substance; Four counts of maintaining a common nuisance.

🔹 Desirea D. McGrady, 42 – Two counts of possession of a Schedule I or II controlled substance.

🔹 Grayson S. Hamlett, 54 – Possession of a Schedule I or II controlled substance.

🔹 Jason P. Highberger, 40 – Possession of a Schedule I or II controlled substance.

🔹 Trenton V. Ray, 30 – Possession with intent to manufacture a Schedule I or II controlled substance.

🔹 Brent A. Backus, 75 – Three counts of possession of a Schedule I or II controlled substance.

🔹 Jessica Gonzalez, 34 – Selling a Schedule I or II controlled substance.

🔹 Richard E. Holt, 50 – Possession of a Schedule I or II controlled substance; Possession of a weapon or ammunition by a convicted felon.

🔹 Austin B. Trail, 31 – Possession of a Schedule I or II controlled substance.

Among the most serious allegations, authorities say several individuals were indicted on charges involving the sale, distribution, or manufacturing of Schedule I and II controlled substances, while others face charges involving firearms, maintaining drug-related nuisance properties, or possession with intent to manufacture controlled substances.

The Franklin County Sheriff’s Office said the indictments reflect months of investigative work aimed at disrupting illegal drug activity and improving public safety throughout the county.
